根據國家教育進步評估(National Assessment of Educational Progress , NAEP)分數，在數學方面遇到困難的小學生在表現上所取得的進步不及那些在該學科表現出色的學生。最好和最弱表現學生之間的差距已經擴大到這樣一個程度，以至於在這個學科學習困難的學生現在比十多年來更落後。

基於在提高數學困難學生成績方面取得成功的干預措施，「有效教學策略資料中心」（What Works Clearinghouse）與專家小組一起制定了一份指南，總結了六項實用的建議，供給教授小學數學低分學生的教師參考。這六項建議包括提供系統性的教學，教授數學語言，應用精挑細選的半具體具象代表，使用數線，教授解決文字題的策略以及進行計時活動。
